Incentives and Programs

The ImagiNE Nebraska Act rewards growth with valuable tax benefits. If your business meets specific investment and job creation thresholds at a qualifying location, you could unlock a powerful package of incentives including wage credits, investment tax credits, sales tax refunds and exemptions on personal and real property taxes.

Nebraska Programs and Benefits

Nebraska Tax Advantages:

Research & Development Credit

Refundable tax credit for qualified R&D activities conducted by Nebraska-based businesses.

Greater Omaha Foreign Trade Zone (FTZ #19)

Allows companies to defer duty payments on imported goods until those goods formally enter U.S. commerce.

Capital Gains Exclusion

Exempts personal income tax on capital gains from the sale or exchange of stock acquired as an employee of the issuing corporation.

Tax Increment Financing (TIF)

Supports development by redirecting a portion of increased property tax revenue to offset project costs.

Local Option Municipal Economic Development Act

Allows Nebraska communities to direct local tax dollars toward business recruitment, job creation and infrastructure. Each community operates its program under a voter-approved economic development plan.

Nebraska Worker Training Program

Grants to help businesses retrain and upskill current employees. Requires a 1:1 employer match and is administered by the Nebraska Department of Labor.

Omaha Small Business Assistance

Includes targeted support programs for small and emerging businesses, including loan programs and technical assistance.

NDOT Economic Opportunity Program

Funds strategic local transportation improvements that support business growth and better connect employers to Nebraska’s statewide transportation network.

Site & Building Development Fund

Supports construction or improvement of industrial and commercial sites through grants and loans. Helps communities prepare ready-to-build locations that attract new businesses and expansions.

Iowa Incentives

Through a range of incentive programs, Iowa helps companies reduce costs, invest with confidence and accelerate job creation. Whether you’re expanding operations or breaking new ground, the state offers meaningful support in the form of tax credits, training assistance and infrastructure investment

High Quality Jobs Program

Offers tax benefits and direct financial assistance to help offset the costs of locating, expanding, or modernizing a facility in Iowa.

Targeted Jobs Withholding Tax Credit (Council Bluffs)

Allows the city to match employee withholding tax paid by the employer, creating an incentive for business expansion within Council Bluffs.

Iowa Jobs Training Program

Provides forgivable loans to Iowa employers to support training and upskilling of existing employees.

Tax Increment Financing (TIF)

Allows jurisdictions to reinvest a portion of property tax revenue to help finance new development and infrastructure.

Iowa Industrial New Jobs Training Program

Supports new or expanding businesses by covering up to 50% of annual gross payroll costs for on-the-job training of new employees.

Urban Revitalization (Council Bluffs)

Offers partial or full property tax exemptions for eligible development projects within designated revitalization areas.

New Jobs Tax Credit

A one-time corporate income tax credit for businesses that increase their Iowa workforce by at least 10%.
